NCC lauds Nigeria’s inputs at 2025 WTDC Conference…As broadband expansion, AI governance top key resolutions

The Nigerian Communications Commission NCC, has lauded the several inputs and roles played by the country at the just concluded 2025th edition of the World Telecommunication Development Conference (WTDC-25).
The WTDC-25, a flagship event of the International Telecommunication Union ITU, sets the direction for global telecommunication development strategies for the next four years. The participation and achievements of Nigeria’s delegation underscore the country’s growing influence in international ICT policy and commitment to inclusive digital transformation.
NCC, which represented Nigeria at the global event, made several inputs and played key roles that shaped several of the conference’s landmark resolutions, particularly in areas affecting developing economies. Crucial resolutions were reached at the global event, which include broadband expansion, gender inclusion, Artificial Intelligence AI, governance and child online protection.
The 2025 Conference witnessed huge attendance as over 160 member- states participated and produced a comprehensive 484-page provisional report outlining major global decisions on the future of telecommunications and digital development.
Nigeria, through the NCC, played key roles in shaping several of the conference’s landmark resolutions, particularly in areas affecting developing economies.
Nigeria’s delegation led by top members of staff of the NCC actively contributed to negotiations and policy discussions, which focused on:
• Expanding broadband infrastructure to unserved and underserved communities,
• Advancing gender mainstreaming across ICT sectors,
• Strengthening consumer protection frameworks in the era of emerging technologies such as artificial intelligence, and
• Broadening the scope of Child Online Protection COP within the ITU Development Sector to include not only telecom services but also online platforms, applications, and digital ecosystems.
In a significant highlight for Nigeria, Mrs. Stella Erebor of the NCC provided distinguished leadership as Chair of the Working Group of the Plenary, successfully steering complex multinational negotiations toward unified and globally accepted outcomes. Her role was widely acknowledged as instrumental to the smooth conduct and success of WTDC-25 deliberations.
A highpoint of the global event, which has also severally been described as another major milestone for the NCC and Nigeria at the Conference was the election of one of the senior staff members of the NCC,
Hadiza Kachallah as Vice-Chairman of the ITU-Development Sector Study Group 1, a position that places Nigeria at the centre of ongoing global research and policy formulation on ICT development issues. The ITU is a specialised agency of the United Nations, which focuses on digital technologies.
Meanwhile, the Board, Management, and staff of the NCC have congratulated Kachallah on her election, expressing confidence that her tenure will further strengthen Nigeria’s contribution to global ICT development.
