NNPC’s EVP, Dagazau highlights investment in Nigeria’s downstream sector, urges mergers between large, small operators

NNPC Limited’s Executive Vice President, Downstream, Dr. Mumuni Dagazau, has identified the growing interest of downstream investors in the industry to consistent government policies and sustained investment in oil and gas infrastructure, which have enabled a conducive environment for partnerships and incentivised capital inflows, ensuring a level playing field across the industry.
Speaking at a panel session titled “Competition in Nigeria’s New Downstream Market: Balancing Market Power, Investment and Consumer Protection” at the 20th edition of the OTL Africa Downstream Energy Week in Lagos, Dagazau stated that partners and investors are benefiting from a stable policy regime and steady growth. He disclosed NNPC Limited’s investments in pipeline infrastructure to ensure access to petroleum products, as well as investments in Compressed Natural Gas CNG, Electric Vehicles EV, and Liquefied Petroleum Gas LPG. He added that stability in the foreign exchange market has encouraged greater capital inflow into the sector.
Dagazau emphasised the need for a more competitive downstream market and urged operators to explore more practical ways of reducing operating costs, citing CNG trucking as one good example. He also advised both large- and small-scale players to embrace partnerships, collaborations and mergers rather than acquisitions to build successful businesses.
The OTL Africa Downstream Energy Week is an annual gathering of stakeholders across Africa’s downstream value chain. The 20th anniversary edition, held from 25 to 30 October 2026 at the Lagos Oriental Hotel, Victoria Island, is themed “Secure Energy, Shared Prosperity”.
